ECA calls for stronger social dialogue in Labour Day message

The Em­ploy­ers’ Con­sul­ta­tive As­so­ci­a­tion of Trinidad and To­ba­go (ECA TT) has called for stronger, more struc­tured so­cial di­a­logue in its Labour Day 2026 mes­sage, urg­ing that na­tion­al con­sul­ta­tion mech­a­nisms be trans­lat­ed in­to mea­sur­able pol­i­cy out­comes rather than re­main at the lev­el of prin­ci­ple alone.

The state­ment said re­cent dis­cus­sions at the 114th Ses­sion of the In­ter­na­tion­al Labour Con­fer­ence re­in­forced the im­por­tance of tri­par­tism among gov­ern­ments, em­ploy­ers and work­ers, em­pha­sis­ing that so­cial di­a­logue should be judged by prac­ti­cal re­sults in­clud­ing trust, bal­anced poli­cies and im­proved labour mar­ket out­comes.

ECA TT warned that Trinidad and To­ba­go faces mul­ti­ple pres­sures in­clud­ing crime, skills mis­match­es, in­for­mal­i­ty and rapid tech­no­log­i­cal change, all of which are af­fect­ing pro­duc­tiv­i­ty, in­vest­ment con­fi­dence and work­force de­vel­op­ment across sec­tors.

The or­gan­i­sa­tion said these chal­lenges can­not be re­solved in iso­la­tion and re­quire strength­ened tri­par­tite en­gage­ment through in­sti­tu­tions such as the Na­tion­al Tri­par­tite Ad­vi­so­ry Coun­cil, with clear­er man­dates, reg­u­lar meet­ings and bet­ter fol­low-through on de­ci­sions.

The as­so­ci­a­tion al­so urged gov­ern­ment, trade unions and em­ploy­ers to re-in­sti­tu­tion­alise so­cial di­a­logue as the de­fault ap­proach to labour law re­form, wage-set­ting and so­cial pro­tec­tion, ar­gu­ing that con­sis­tent en­gage­ment builds trust and im­proves im­ple­men­ta­tion.

Gov­ern­ment has pri­ma­ry re­spon­si­bil­i­ty to cre­ate en­abling en­vi­ron­ment up­hold the rule of law strength­en in­sti­tu­tions and en­sure that out­comes are not dic­tat­ed but reached through con­sul­ta­tion Work­ers and unions must con­tin­ue to de­fend rights while em­ploy­ers sup­port de­cent work skills de­vel­op­ment and sus­tain­able em­ploy­ment re­la­tion­ships.

This Labour Day the ECA calls on all so­cial part­ners to re­new com­mit­ment to struc­tured di­a­logue ground­ed in ev­i­dence re­spect and im­ple­men­ta­tion ca­pac­i­ty stress­ing that so­cial di­a­logue re­mains es­sen­tial to so­cial jus­tice and eco­nom­ic sta­bil­i­ty in Trinidad and To­ba­go.

The state­ment fur­ther not­ed that ef­fec­tive so­cial di­a­logue de­pends on well-re­sourced labour in­sti­tu­tions, time­ly in­for­ma­tion shar­ing and re­spect for es­tab­lished con­sul­ta­tive process­es. It warned that when par­tic­i­pa­tion mech­a­nisms are by­passed or in­con­sis­tent­ly ap­plied, trust is weak­ened and even well-de­signed re­forms be­come hard­er to im­ple­ment.

The as­so­ci­a­tion reaf­firmed that sus­tain­able de­vel­op­ment re­quires both pro­duc­tive en­ter­pris­es and fair labour con­di­tions, and that nei­ther can be achieved with­out sus­tained co­op­er­a­tion among all stake­hold­ers in the econ­o­my.
