Ten more people have been detained under the Emergency Powers Regulations, 2026, with the detention orders alleging links to organised crime groups and involvement in violent criminal activity, including robberies, shootings and other offences.
The Preventive Detention Orders were issued by Minister of Homeland Security Roger Alexander between July 8 and July 13.

Jackson is identified as an enforcer/coordinator, while Cummings is identified as an enforcer. The orders allege the group has access to firearms and ammunition and is involved in armed robberies, shootings and retaliatory attacks.
Three of the orders relate to alleged members of the Rasta City gang. Jaheel Isiah Fraser is described as a leading member, with the order alleging he recruited others and organised a robbery with violence in San Fernando. Kevin Boyce and Kevin George are also identified as members, with the orders alleging links to violent robberies and other criminal activity.
Another order was issued against Elovis “Bobble Head” Arneaud. The order alleges he is a member of an unnamed organised crime group involved in armed robberies and violent home invasions.
