Flava Village costs 16 million dollars for Carnival 2026

The Min­is­ter of Cul­ture and Com­mu­ni­ty De­vel­op­ment has re­vealed that the to­tal cost to es­tab­lish and op­er­ate the Fla­va Vil­lage ini­tia­tive dur­ing the Car­ni­val 2026 pe­ri­od amount­ed to $16,164,663.75.

The ex­pen­di­ture, de­tailed in a writ­ten re­sponse to a ques­tion from Sen­a­tor Janelle John-Bates, shows that the largest por­tion of the bud­get went to­ward oth­er con­tract­ed ser­vices, which ac­count­ed for $13,500,000. Oth­er sig­nif­i­cant costs in­clud­ed $1,484,500 for pro­mo­tions, pub­lic­i­ty, and print­ing, and $725,163.75 for se­cu­ri­ty.

Small­er al­lo­ca­tions were made for the con­struc­tion of fa­cil­i­ties at $283,000 and short-term em­ploy­ment at $172,000.

To se­cure these ser­vices, the min­istry utilised three pro­cure­ment meth­ods: lim­it­ed bid­ding, sin­gle source se­lec­tion, and re­quest for pro­pos­al with di­a­logue.

Ac­cord­ing to the re­sponse, these meth­ods were cho­sen based on the na­ture and val­ue of each con­tract.

Con­tracts were award­ed based on an eval­u­a­tion of price, qual­i­ty, de­liv­ery speed, tech­ni­cal mer­it, and sus­tain­abil­i­ty.
